Who We Are
California Tech and Management Consultants, LLC is a professional services practice working at the intersection of databases, document intelligence, and the research methods that inform how software and data systems are designed and adopted. We serve labs, firms, and reporters whose work depends on high integrity evidentiary data, and we take on a limited number of engagements so that each client receives sustained attention.
The practice is led by Dr. Rolando S. Garcia (rolando@catemec.com) who earned his PhD in computer science from the University of California, Berkeley advised by Joe Hellerstein. His research addresses the management of context across the machine learning lifecycle and produced systems for recording and querying the execution history of data and machine learning pipelines. That work informs and sustains the document intelligence the practice undertakes.
How We Work
Our engagement model is built around sustained attention. Each organization we work with operates in different regulatory environments and faces a distinct configuration of records, workflows, and institutional constraints. Understanding those constraints requires a meaningful investment of time on both sides. For these reasons, we prefer relationships that extend from initial diagnosis through development and into integration.
We operate across California, Arizona, and Illinois, and we meet with clients on-site when the nature of the work justifies it. Inquiries are reviewed on a case-by-case basis.
